Azure SQL Server Pre-Login Handshake Error

I'm attempting to connect to a SQL Database instance hosted in Azure via Visual Studio 2012 Ultimate. Everytime I try to connect I get this lovely message, 

"A connection was successfully established with the server, but then an error occurred during the pre-login handshake.(provider: SSL Provider, error: 0 - The wait operation timed out.) (Microsoft SQL Server, Error: 258)"

On the outside it just seems like it waits the timeout period and then displays the message, although it doesn't matter how long I set the timeout period for, it always pops back with this snarky little remark. Oddly enough I've connected to this specific SQL database with this exact computer on a separate network. Also, it's just this specific computer that results in this, another computer on the same connection connects to it immediately.

I've had this problem on this specific computer before actually, when trying to connect to a server on a LAN connection, and I reinstalled VS to no avail. Eventually I just started using my laptop for all my development, and after a couple months I tried it again, and it magically disappeared. I thought a VS Update might have knicked it, but that doesn't seem to have been the case.

Any ideas?
