Resource Governor 2008 R2 question

 i am trying hard to acheive Memory setting for an instance with Miltiple databases.
There is a database1 high priority.(Application)
Database 2 Low prioiry(Ssis load)
I configured High priority database1 so it has minimum 40% memory and max 60%, database2 goes to default 0%memory to 60%Max.
But what i can see is when the dataload happens on Database2, Database1 is pushed out of memory.
This is making my application run slow for the first time calls as it need to bring all the data into memory after load happens.
Is there any way i can put a hard CAP on memory for database1 or make sure Database1 data doesn't get flushed out of memory?
