How to Allow a User to Alter a SQL Server Agent Job

I have given a user SQLAgentOperatorRole, SQLAgentReaderRole, and SQLAgentUserRole. 

I want the user to be able to view the job, run the job, but also alter the job.

However, it doesn't appear that assigning these 3 roles permits the user to alter the job.  Is there a way to allow the user to alter the job?
